Information on the regulations and procedures pertaining to civil marriages, on whether foreigners who marry Slovenian citizens automatically acquire permanent residence status in Slovenia, and if not, on which ministry or administrative office foreigners (who have married Slovenian citizens) must contact in order to apply for permanent residence status [SLO28272.E]

A 9 December 1997 letter sent to the Research Directorate by the second secretary of the Embassy of the Republic of Slovenia in Ottawa states:

The law that regulates civil marriages is the law of civil marriage and family relations, #SRS 15-644/76. Unfortunately, I will have to send you the text at a later date. Foreigners who marry Slovenian citizens do not automatically acquire permanent residence status in Slovenia. They should apply for permanent residence at the municipality of their residence.
