No information on the treatment of political dissidents or opponents by the government, the security forces or the police could be found among the sources consulted by the Research Directorate.

Freedom House, a US-based organization which has promoted democratic values for the last 60 years, rated Romania as a partly free country for the years 1993-1998. Furthermore, Romania increased its democratic rating from 3.4 in 1993-97 to 4.4 in 1997-98 on the Freedom House 1-7 country rating scale. The Freedom House Freedom in the World: The Annual Survey of Political Rights and Civil Liberties 1998-1999 rates Romania as a free country.
