Existence of and description of National Identity Card [NER32450.E]

During a 4 August 1999 telephone interview, a Vice President of the Association nigérienne des droits de l'homme (ANDDH), a Niger based non-governmental human rights organization affiliated to the Fédération internationale des Ligues des droits de l'homme (FIDH) provided the following information.

At their majority, all Niger citizens must hold a National Identity Card [Carte nationale d'identité]. Watermarked with "République du Niger", the National Identity Card is green. On its back, the card has in italic the following inscription:
République du Niger
Ministère de l'Intérieur
Département : [to be completed]
Arrondissement: [to be completed]
Commune: [to be completed]

At the bottom of the same side, the inscription "Carte nationale d'identité" is in bold, followed by a seven-figure number.

On the right side, inside card, there are the following items:
A photography of the holder
Stamped vignette of 500 Franc CFA
Numéro :
A rectangular area in which, there is a signature of the holder or his (her) left thumb fingerprint.

On the left side, the following information is listed:

Né le :
A l'endroit de :
Fils de : et de :

A rectangular area within an inscription "Nationalité nigérienne"

At the bottom of the same side, there is an inscription of the "Imprimerie nationale."
