Information on the criteria, if any, which are followed by the authorities in order to add the name of a Sikh individual, especially one who is not high profile, to the police list [IND21209.E]

The following information was provided by Dr. Cynthia Keppley Mahmood, professor of Anthropology at the University of Maine, Orono during her 28 June 1995 presentation in Toronto to the Immigration and Refugee Board on Sikh militants.

Individuals who are listed on the police list fall into one of three categories. Category "A" refers to armed militant activists, category "B" refers to political activists and category "C" refers to shelterers and givers of aid to militants or suspected militants. Additional and corroborating information could not be found among the sources consulted by the DIRB.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
