According to an official at the Embassy of Republic of Azerbaijan in Washington, the Azerbaijani parliament is still in the process of drafting the Citizenship Act (14 Apr. 1994). Please find attached a copy of a document sent to the DIRB by the embassy which outlines under what circumstances citizenship is granted under existing law.
