For information concerning KHAD activities
between 1989 and April 1992, please refer to Response to
Information Request AFG15748.E of 1 December 1993 available at your
regional documentation centre.
In the period since April 1992, a
clandestine radio report stated that all Afghan espionage networks
"are operating as usual and even more intensively than before and
are arresting Mojahedin in Kabul city" (Radio Message of Freedom in
Pashto to Afghanistan 13 Nov. 1992). The same report stated that
"criminal agents of KHAD are continuing their activities with more
power than before within the framework of the Department of State
Security of the coalition administration" (ibid.).
An unrelated media report of July 1992
stated that General Baba Jan, a former KHAD commander, had survived
a second assassination attempt by a Mojahedin group (AFP 30 July
1992).
This response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This response is not, and does
not purport to be, conclusive as to the merit of any particular
claim to refugee status or asylum.
