Information on the above-mentioned subject could not be found among the sources consulted by the DIRB. However, attached please find several documents from 1984 to 1986 that mention the penalties faced by returning Chinese citizens who illegally left China for Hong Kong. Also attached is a January 1991 article by Susan Young entitled "Wealth but Not Security: Attitudes Towards Private Business in China in the 1980s." This article may be of interest.
