Country Report on Terrorism 2024 - Chapter 1 - Uganda

Country Overview:  Ugandan security officials arrested dozens of individuals associated with ISIS-DRC, also known regionally as the ADF (see DRC section), and announced multiple foiled attacks.  In May, security officials killed Yasin Daguilar, the ADF leader who masterminded the 2021 bomb attacks in Kampala that killed three and injured more than 30 others.  Uganda initiated prosecutions against five individuals accused of terrorism.  During 2024, Ugandan security forces proactively detected and arrested individuals allegedly tied to ISIS-DRC and planned activities.

In February, the FATF removed Uganda from its gray list, citing the country’s strengthened AML/CFT regime.  Uganda achieved this by adopting a national strategy, assessing terror financing risks, demonstrating the ability to conduct terrorist financing investigations and prosecutions, and developing risk-based oversight for its non-profit sector.  In October, the government reported Uganda faced terrorist financing threats, noting that while effective safeguards existed against money laundering and terrorist financing crimes, additional investment in training for local financial comptrollers was necessary.  In December, the Financial Intelligence Authority identified Savings and Credit Cooperative Organizations as vulnerable to financial crimes and terrorism financing.

In May, the Ugandan government announced the arrest of an ADF commander known as Anwar Al Iraq, an alleged IED expert.  Activities associated with Operation Shuja, in collaboration with the DRC’s military, led to the capture of Anwar Al Iraq.

2024 Terrorism Trends:  No terrorist incidents occurred in 2024.  However, police and military troops prevented terrorist operations by interdicting cross-border terrorist travel and raiding terrorist strongholds.
