Country Overview: There were no reported terrorist attacks in Senegal. Senegal continued to strengthen its counterterrorism capabilities. Challenges remain to effective interagency cooperation and information sharing among the various governmental bodies that have counterterrorism functions in the country. Senegalese officials remained concerned that gaps in border protection resources and regional cooperation created security vulnerabilities. Such gaps included the absence of systems to verify travel documents, screening travelers using terrorist watchlists, and capturing biographic and biometric information for travelers entering the country outside major ports of entry.
The Government of Senegal is near implementation of U.S. Customs and Border Protection’s Automated Targeting System-Global (ATS-G) software with the National Police, paving the way for Senegal to capture and analyze Advance Passenger Information (API) and Passenger Name Records in a move toward implementation of UNSCR 2396.
In 2024, the FATF removed Senegal from the gray list for demonstrating a consistent understanding of terrorist financing and money laundering risks across relevant authorities, demonstrating that terrorist financing investigations are in line with Senegal’s risk profile, and implementing its targeted financial sanction regime.
2024 Terrorism Trends: There were no reported terrorist incidents in Senegal.
