Country Overview: Indonesia continued investigating, arresting, and prosecuting members of terrorist groups and cooperated with the United States on counterterrorism investigations and prevention. In 2024, the Indonesian National Police (INP) announced the formal disbandment of Jemaah Islamiyah (JI) following the arrest of senior JI leaders. Authorities expected continued challenges in monitoring and supporting the rehabilitation of former members. Counterterrorism operations remained civilian-led by the INP, with Detachment 88 as the primary investigative unit. The INP and National Counter Terrorism Agency (BNPT) reported progress in dismantling JI’s operational networks, including the public renunciation of violence by thousands of former members.
In 2024, BNPT announced it was redrafting Indonesia’s National Action Plan on counterterrorism with greater emphasis on community stakeholders to stem the radicalization of Indonesian youth. Indonesia continued to integrate INTERPOL databases into border screening systems and began developing a national terrorist watchlist in line with UN Security Council obligations. In 2024, President Widodo issued Presidential Regulation No. 95, reducing visa-free access from 169 countries to 13 to enhance security and boost revenue.
In 2024, Indonesia issued updated AML/CFT regulations, including regulation no. 27/2024 on digital asset trading and cryptocurrency, aligning with its FATF obligations. Additionally, the Commodity Futures Trading Supervisory Agency (Bappebti) transferred supervision of cryptocurrency, digital assets, and financial derivatives in capital markets to the Financial Services Authority. In response to its 2023 FATF Mutual Evaluation Report, Indonesia held focus group discussions on financial sanctions and the transparency of non-profit organizations. Finally, Indonesia prosecuted two ISIS-inspired individuals for attempting to finance terrorism through cryptocurrency.
Indonesia signed a Defense Cooperation Agreement with Australia in August to bolster bilateral counterterrorism efforts and a separate memorandum of understanding with China to enhance cooperation. Additionally, Indonesia participated in multilateral counterterrorism initiatives, including ASEAN mechanisms, the Global Counterterrorism Forum, and the Aqaba Process.
2024 Terrorism Trends: Indonesia reported more than 200 terrorism-related incidents in 2024. The INP prevented several ISIS-inspired terrorists’ attacks, including a planned IED attack targeting a church.
