Country Overview: ISIS-GS and al-Qa’ida-affiliated JNIM both operated in Benin’s four northernmost departments, Atacora, Alibori, Borgou, and Donga. Terrorists attacked using multiple methods: IEDs, ambushes, targeted assassinations, and strikes against critical infrastructure such as water supplies, petroleum pipelines, and government offices. In 2024, Benin lacked a formal structure to define intelligence priorities, collection requirements, and intelligence-sharing procedures. Benin’s counterterrorism units shared few details about law-enforcement actions, and their limited capacity hindered collaborative investigations. Benin’s Court for the Repression of Economic Crimes and Terrorism prioritized high-profile politicized prosecutions while many terrorism suspects remained in pretrial detention. Beninese privacy laws prohibited releasing personal information about individuals arrested for high-profile crimes until courts convicted them.
2024 Terrorism Trends: Terrorists carried out attacks against civilians, defense and security forces, and critical infrastructure.
