Sicherheitslage in Kirkuk Stadt verglichen zum Umland

Auf der Website des Armed Conflict Location & Event Data Project (ACLED) der University of Sussex lässt sich ein Datensatz der von ACLED aufgezeichneten sicherheitsrelevanten Vorfälle im gesamten Irak einsehen, der kontinuierlich aktualisiert wird. Die registrierten sicherheitsrelevanten Vorfälle basieren auf den Berichterstattungen verschiedener Nachrichtenquellen. Der aktuelle Datensatz wurde laut ACLED zuletzt am 25. Juni 2021 aktualisiert.

Vom 1. Jänner 2021 bis zum 25. Juni 2021 habe es in gesamt Kirkuk (Provinz und Stadt) 164 sicherheitsrelevante Vorfälle (Kämpfe, Explosionen, Proteste, Unruhen, strategische Entwicklungen und Gewalt gegen Zivilist·innen) gegeben. 115 der Vorfälle hätten außerhalb der Stadt Kirkuk stattgefunden. Bei 45 der sicherheitsrelevanten Vorfälle in der Provinz Kirkuk (Stadt Kirkuk ausgenommen) habe es sich um Kämpfe, die fast ausschließlich zwischen den staatlichen Sicherheitskräften und dem Islamischen Staat (IS) ausgetragen wurden, gehandelt. 31 Vorfälle seien Explosionen gewesen. Bei weiteren 31 Vorfällen habe es sich um strategische Entwicklungen gehandelt, von der Zerstörung von Eigentum durch den IS bis zur Zerstörung von IS-Verstecken durch die staatlichen Sicherheitskräfte. Bei einem Vorfall habe es sich um einen friedlichen Protest gehandelt. Sieben der Vorfälle werden von ACLED spezifisch als ‚Gewalt gegen Zivilist·innen‘ kodiert. In sechs der sieben Fälle habe der IS Zivilist·innen entführt oder getötet. In einem Fall seien es unbekannte Täter·innen gewesen. Im beschriebenen Zeitraum seien in der Provinz Kirkuk (Stadt Kirkuk ausgenommen) ungefähr 140 Menschen ums Leben gekommen, davon mindestens drei Zivilist·innen. 

In der Stadt Kirkuk habe es vom 1. Jänner 2021 bis zum 25. Juni 2021 49 sicherheitsrelevante Vorfälle (Kämpfe, Explosionen, Proteste, Unruhen, strategische Entwicklungen und Gewalt gegen Zivilist·innen) gegeben, wobei einige Vorfälle von ACLED der Provinzhauptstadt zugeordnet werden, obwohl sie nicht tatsächlich in der Hauptstadt stattgefunden haben oder weil unklar ist, wo sich die Vorfälle ereignet haben. Die folgende Aufzählung erhält alle von ACLED gefundenen Vorfälle seit Anfang 2021, in denen Kirkuk Stadt spezifisch erwähnt wird:

-         20. Jänner 2021: Ein Polizist habe zwei Journalisten angegriffen, die über einen Protest berichteten.

-         31. Jänner 2021: IS-Kämpfer hätten am Stadtrand von Kirkuk City (Kirkuk) die irakische Polizei angegriffen und sechs ihrer Fahrzeuge beschädigt.

-         2. Februar 2021: Ein unbekannter Bewaffneter habe versucht eine Schule in der Stadt Kirkuk anzugreifen und habe dabei einen Wachmann verwundet.

-         2. Februar 2021: Dutzende Frauen hätten vor der Menschenrechtskommission in der Stadt Kirkuk protestiert.

-         2. Februar 2021: Ein IS-Kämpfer habe auf einem Motorrad ein Wahllokal in der Stadt Kirkuk angegriffen und dabei einen Polizisten verletzt.

-         8. Februar 2021: Absolvent·innen der Kirkuk School of Engineering hätten vor dem Büro des irakischen Parlaments in der Stadt Kirkuk protestiert.

-         9. Februar 2021: Absolvent·innen der Kirkuk School of Engineering hätten vor dem Büro des irakischen Parlaments in der Stadt Kirkuk protestiert.

-         12. Februar 2021: Unbekannte bewaffnete Männer, die behauptet hätten, Mitglieder der Asaib Ahl Al Haq-Brigade der PMF zu sein, hätten zwei Rudaw-Journalist·innen entführt und ihre Ausrüstung im Kubani-Gebiet südlich der Stadt Kirkuk beschlagnahmt.

-         11. März 2021: Ladenbesitzer·innen hätten in der Stadt Kirkuk protestiert.

-         13. März 2021: Ladenbesitzer·innen hätten in der Stadt Kirkuk protestiert.

-         15. März 2021: Sicherheitskräfte des Joint Operations Command hätten zwei Sprengsätze gezündet, um eine Demonstration in der Nähe des Hauptquartiers der Demokratischen Partei Kurdistans (KDP) in der Stadt Kirkuk aufzulösen.

-         16. März 2021: Irakische Sicherheitskräfte hätten bei einem Feuergefecht in Kirkuk Stadt einen IS-Kämpfer verletzt.

-         17. März 2021: Ein IS-Kämpfer habe einen Polizisten außer Dienst in der Stadt Kirkuk mit einer Granate angegriffen.

-         8. April 2021: Die Polizei von Kirkuk habe zwei Sprengsätze, die in der Nähe des Gebäudes der Polizeidirektion Kirkuk in der Stadt Kirkuk platziert wurden, entschärft.

-         29. April 2021: Ein Selbstmordattentäter des IS habe seinen Sprengstoffgürtel vorzeitig explodieren lassen, während er versucht habe, das Nationale Sicherheitsdirektorat in der Stadt Kirkuk anzugreifen.

-         5. Mai 2021: Mitglieder der turkmenischen Front hätten die irakische Polizei in der Stadt Kirkuk angegriffen.

-         13. Mai 2021: Unbekannte Bewaffnete hätten auf Zivilisten in der Nähe der Al-Bukhari-Moschee in der Stadt Kirkuk geschossen. Ein Mensch sei getötet und ein weiterer verletzt worden.

-         25. Mai 2021: Die 16. Brigade (Turkmenische Brigaden und Badr-Organisation) habe einen Sprengsatz am Straßenrand, der in der Nähe der Husayniyah (Gemeindehalle für schiitische Muslime) von Muhammad al Baqer im Stadtteil Badr der Stadt Kirkuk platziert worden sei, entschärft.

-         25. Mai 2021: Dutzende von Einheimischen hätten im Stadtteil Barudkhana der Stadt Kirkuk protestiert.

-         26. Mai 2021: Die irakische Kommunistische Partei habe in der Stadt Kirkuk protestiert.

-         26. Mai 2021: Dutzende Absolvent·innen des Petroleum Institute hätten vor dem Hauptquartier der North Oil Police in der Stadt Kirkuk protestiert.

-         2. Juni 2021: Irakische Bombenkommandos hätten einen Sprengsatz, der in der Nähe von Wohnhäusern in der Stadt Kirkuk platziert wurde, entschärft.

-         12. Juni 2021: Die Badr-Organisation habe einen kurdischen Zivilisten entführt und ihn zum Hauptquartier der Volksmobilisierung in der Stadt Kirkuk gebracht. Der Zivilist habe Berichten zufolge die PMF (Popular Mobilization Forces, Volksmobilisierungseinheiten) in einem Social-Media-Beitrag kritisiert.

-         20. Juni 2021: Absolvent·innen mit höheren Abschlüssen und Ingenieur·innen hätten an einem nicht näher bezeichneten Ort in der Stadt Kirkuk protestiert.

-         21. Juni 2021: Dutzende Ingenieur·innen hätten vor dem Regierungsgebäude der Stadt Kirkuk protestiert.

-         22. Juni 2021: Unbekannte Bewaffnete hätten einen Sprengsatz an einer Brücke in der Nachbarschaft Al Khadra in der Stadt Kirkuk gezündet.

Bei den 49 sicherheitsrelevanten Vorfällen, die ACLED Kirkuk Stadt zugeordnet hat, seien ungefähr 30 Menschen ums Leben gekommen, davon mindestens ein Zivilist. (ACLED, 4. Juli 2021)

Das Washington Kurdish Institute (WKI) veröffentlicht wöchentlich „Kirkuk Minute“, ein Briefing mit interaktiven Karten über die Situation in den umstrittenen Gebieten Iraks. Online konnten die wöchentlichen Briefings zu Kirkuk vom 29. April bis zum 1. Juli 2021 eingesehen werden. Außer in der Woche vom 10. Juni wurden in jeder Woche des Berichtzeitraums sicherheitsrelevante Vorfälle in der Region Kirkuk gemeldet, die sich größtenteils mit den oben beschriebenen Informationen von ACLED decken.

WKI berichtet von einer Vielzahl von Angriffen durch den Islamischen Staat (IS) in der Provinz Kirkuk (Stadt Kirkuk ausgenommen). Laut WKI habe sich die Sicherheitslage in den umstrittenen Gebieten verschlechtert (WKI, 29. April 2021; WKI, 3. Juni 2021). Der IS würde das Sicherheitsvakuum in den umstrittenen Gebieten ausnützen (WKI, 6. Mai 2021). In der ersten Maihälfte habe der IS täglich Angriffe in Kirkuk ausgeführt (WKI, 13. Mai 2021). Die meisten beschriebenen Angriffe des IS hätten sich gegen kurdische und nationale Sicherheitskräfte gerichtet (WKI, 29. April 2021; WKI, 6. Mai 2021; WKI, 27. Mai 2021; WKI, 17. Juni 2021; WKI, 24. Juni 2021; WKI, 1. Juli 2021). Am 10. Juni habe der IS jedoch Zivilist·innen in der Gegend von Riyad attackiert. Ein Vater und sein Sohn seien ums Leben gekommen. In derselben Nacht hätten IS-Mitglieder zwei Menschen im Dorf Hamel entführt (WKI, 17. Juni 2021). Der IS habe außerdem mehrmals Angriffe gegen die Infrastruktur der Provinz durchgeführt (WKI, 6. Mai 2021; WKI, 13. Mai 2021; WKI, 20. Mai 2021; WKI, 17. Juni 2021; WKI, 24. Juni 2021; WKI, 1. Juli 2021).

WKI nennt die folgenden sicherheitsrelevanten Vorfälle in der Stadt Kirkuk:

Am 29. April habe sich ein Selbstmordattentäter vor dem Nationalen Sicherheitsdirektorat in der Stadt Kirkuk in die Luft gesprengt (WKI, 29. April 2021).

Am 5. Mai hätten Mitgliedern der turkmenischen Front die irakische Polizei in der Stadt Kirkuk angegriffen (WKI, 6. Mai 2021).

Am 19. Mai hätten Sicherheitskräfte sechs IS-Mitglieder in verschiedenen Bezirken der Stadt Kirkuk festgenommen (WKI, 20. Mai 2021).

Am 29. Mai hätten Sicherheitskräfte Tausende Soldaten in der Stadt Kirkuk und den umliegenden Städten eingesetzt, nachdem vor Angriffen auf Regierungsgebäude, die Ölgesellschaft, das Polizeipräsidium, das Bildungsministerium und das Hauptgefängnis durch den IS gewarnt wurde. Darüber hinaus hätten Sicherheitskräfte am 1. Juni fünf Vierteln und zwei große Märkte in der Innenstadt von Kirkuk durchsucht, um IS-Mitglieder ausfindig zu machen. In der Woche davor hätten IS-Mitglieder in der Stadt Kirkuk ihren Slogan an die Mauern von drei Schulen geschrieben. Ähnliche Vorfälle hätten auch davor schon stattgefunden. (WKI, 3. Juni 2021)

Am 11. Juni, habe das irakische Innenministerium nach Berichten über Terroranschläge in der Innenstadt sowohl die Bundes- als auch die lokale Polizei in höchste Alarmbereitschaft versetzt (WKI, 17. Juni 2021).

Am 22. Juni habe ein Sprengsatz einen Zivilisten nahe der Al-Khadra Brücke in der Stadt Kirkuk verletzt (WKI, 24. Juni 2021).

Es konnten folgende zusätzliche Berichte über sicherheitsrelevante Vorfälle in der Provinz und Stadt Kirkuk gefunden werden:

Kirkuk Now berichtet im Juni 2021 über die Befreiung einer Frau, die von einer kriminellen Bande am 10. Juni 2021 in Kirkuk entführt worden sei (Kirkuk Now, 19. Juni 2021).

Am selben Tag schreibt Kirkuk Now, dass die Bewohner·innen von sechs Dörfern im Bezirk Daquq, 44 Kilometer südlich von Kirkuk Stadt, gezwungen gewesen seien, ihre Dörfer aufgrund von Drohungen von IS-Mitgliedern zu verlassen (Kirkuk Now, 19. Juni 2021).

Am 27. Juni sei ein irakischer Polizist bei einem Angriff auf einen Checkpoint im Bezirk Riyadh, im Norden der Provinz Kirkuk, getötet und zwei weitere verletzt worden. Laut Angaben eines Polizeibeamten habe es sich um einen Angriff des IS gehandelt (MEMO, 27. Juni 2021).

Shafaq News berichtet Anfang Juli von einem IS-Angriff auf die irakische Armee im Dorf Hassan Shallal, im Bezirk Daquq, südlich von Kirkuk (Shafaq News, 1. Juli 2021).

„The residents of six villages located south and west of Kirkuk leave their homes and villages due to threats by remnants of Daesh militants.

Those six villages are on the bank of Rokhana pond, south and west of Daquq district, 44 km south of Kirkuk, an area known for being hard to control for its dense trees and rural location.

Khalil Lihebi, council of Tamar village, one of those villages lately deserted infaer of militants of so-called Islamic State in Iraq and Levant ISIL [Islamic State of Iraq and the Levant], said ‘the militants of Daesh cross the pond at night and ask for food and other stuff, otherwise they threatened to kill us.’

The villagers are now in Daquq and its suburbs. Some rented houses and others living under tents yet no one has so far contacted them to offer any kind of aids.

Early June, a group of militants stormed the house of a Musahir Saleh, council of the village of Abdullah Hamad, late at night. ‘I was not at home. They threatened to kill me and my family if we do not follow them so we left the village,’ Saleh said.“ (Kirkuk Now, 19. Juni 2021)

The attackers fled the scene unscathed, the officer said, blaming the Daesh group for the attack.

The source told Shafaq News Agency, that yesterday midnight, ISIS [Islamic State of Iraq and Syria] elements attacked an Iraqi army force in Hassan Shallal village; Daquq district, south of Kirkuk, indicating that the Army; supported by the citizens; repelled the attack.

The source explained that the Iraqi army aircraft bombed Wadi al-Kur in the district of Daquq where ISIS elements located.

Additionally, Da’esh terrorists attacked Iranian-backed Turkmen militants in the vicinity of Bashir, south of Kirkuk city. The attack resulted in the death of one Turkmen militant and three others being wounded.

In Daquq district, Dae’sh terrorists attacked the Iraqi Army and the federal police on multiple fronts including near Tamur village. On the same night, the federal police were also attacked near Zandana (Zenana) village east of Tuz Khurmatu.

On Wednesday night, Da’esh terrorists blew up two oil fields (Fields 177 and 183) of Bai Hassan near Dibis district. As a result, an oil company police officer was killed. […]

On Thursday, local police forces arrested several Iranian-backed Turkmen militants for attacking police officers on the streets Wednesday night. Initially the attackers refused to surrender to police which led the security forces to rally more forces surrounding the Turkmen Front headquarters building. „Due to the threat of ISIS [Islamic State of Iraq and Syria] (Da’esh) attacks in Kirkuk, all security forces in the province were on the highest emergency alert (C type) on Saturday. The security forces of police and army deployed thousands of troops with heavy weapons in Kirkuk city and the surrounding towns, blocking several roads leading to key government buildings. A leaked memo of police’s intelligence department warned of Da’esh attacks on government buildings, including Kirkuk’s governorate, the oil company, police headquarters, department of education, and the main jail. Further, on Tuesday June 1, security forces launched search and inspection in five neighborhoods and two main markets in Kirkuk’s downtown, hunting for Da’esh suspects. During the searching campaign, the security forces shut down both Khan Khurma and Hawija Terminal Market downtown for at least five hours, informing shop owners to close down for the day. 37 Da’esh suspects were arrested in 9 different raids across the province last week.

Last week, Da’esh sleeper cells in the city of Kirkuk wrote the terror group’s slogan on the walls of three schools. The terror propaganda of ‘The Islamic State Exists’ was written on walls of schools in Imam Qasim, Ronaki, and Shahidan neighborhoods. In the previous weeks, similar incidents were recorded on public buildings across the city.

Kirkuk’s security forces found several 122mm rockets prepped for launch between Kirkuk Governorate’s Hasar and Darman villages. ISIS (Da’esh) and Iranian-backed militias remain the likely suspects regarding the attempted attack, as both have carried out an increasing number of attacks on Kurds and Peshmerga positions in Iraq’s ‘Disputed Territories,’ which have been occupied by Iraqi forces and Iranian-backed militias since October 16, 2017.“ (WKI, 3. Juni 2021)

„On Thursday, June 10, ISIS [Islamic State of Iraq and Syria] (Da’esh) attacked a residential complex in the Riyad sub-district resulting in the death of a father and son. On the same night, several Da’esh terrorists kidnapped two people in Hamel village of Rashad sub-district.

On Friday, June 11, Da’esh IEDs [improvised explosive devices] disabled three power towers near Rashad’s Acadia village. The towers connect electricity between Kirkuk and Tikrit cities.

On Friday, June 11, the Iraqi interior ministry placed both federal and local police on high alert after reports of terror attacks in the city center.

On Sunday, June 13, Da’esh attack on a checkpoint near Riyad resulted in the death of a federal police captain. Clashes between the terrorists and police resulted in the police officer’s death from the first brigade of the third division. „ISIS [Islamic State of Iraq and Syria] (Da’esh) terrorists launched multiple attacks in Kirkuk Governorate’s Hawija district and all other ‘disputed territories’ last week. On Saturday, June 19, an IED [improvised explosive device] near Daquq district injured at least three Iraqi soldiers patrolling the area. Daquq has seen daily attacks and kidnappings, resulting in six villages being vacated. In Kirkuk city, an IED wounded a civilian near al Khadra bridge on Tuesday. In western Hawija, six members of the occupying Iraqi federal police were injured after Da’esh attacked a security checkpoint near Tel al Khadeja village. „ISIS [Islamic State of Iraq and Syria] (Da’esh) continues to pose a significant security threat in the disputed territories, mainly in Kirkuk. On Friday June 25th, five Iraqi Federal Police were killed at a checkpoint following clashes with Da’esh near Shabeha village of Daquq district. Da’esh terrorists were able to damage the thermal cameras installed at the checkpoint in order to avoid detection before attacking. Following the attack, the Iraqi prime Minister Mustafa al Kadhimi ordered an investigation of the commander of the Federal police’s fifth division in charge of the security in the area. Further, Da’esh terrorists launched more attacks in the area, including on Thursday, July first near Hassan Shalal village of in Daquq, which they controlled after 20 minutes of clashes with the federal police. As a result, five people, including two civilians, were injured severely. On Sunday June 27th, near Riyad sub-district, Daesh terrorists attacked a security checkpoint, killing one Iraqi soldier and wounding three others. Da’esh also attacked a team of electricity technicians attempting to fix power towers that were damaged by the terror group last week. The electricity ministry announced ‘material damages’ from the IED [improvised explosive device] attack. The disabled towers connect Kirkuk’s electricity to other provinces. As the security situation in Kirkuk remains unstable, a senior Iraqi security delegation visited the province on Wednesday. The delegation headed by National Security adviser Qasim al Arajy met with Iraqi security officials and the joint command operation between the Iraqi and Kurdish forces.“ (WKI, 1. Juli 2021)
