Information on whether a resident of Latvia holding a USSR seaman's passport issued in Latvia in December 1991, and who has jumped ship in a Canadian port, can return to Latvia [LVA15417.E]

According to a representative of the Consulate of Latvia, the government of Latvia will only deal on this matter on a case-by-case basis, and in order to proceed would require personal information including name, date of birth, family history, schools attended and residence (25 Nov. 1993).
