Under article 28 of the Henan Provincial Rules and Regulations on Family Planning, adopted in April 1990,
If a person suffers from serious complications, becomes crippled, or dies due a sterilization operation, compensation must be given in accordance with the relevant rules and regulations governing medical accidents.
If a person dies, loses his working capability, or encounters economic difficulties in life due to his sterilization operation, the case must be handled in accordance with the rules and regulations governing industrial accidents (Henan Ribao 10 may 1990).

This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
