No information on a group called Nuevo
Archipielago could be found among the sources consulted by the
Research Directorate.
According to information provided during a
10 March 1999 telephone interview by staff of the Departmental
Delegation of the Civil Registry of Colombia in San Andrés,
a federal public entity responsible for keeping civilian records
and electoral information in the Department of San Andrés,
Providencia y Santa Catalina, Ralph Julio Newball Sotelo was a
gubernatorial candidate for the Movimiento Educacion, Trabajo y
Cambio Social (Education, Work and Social Change Movement) in 1997.
The Departmental Delegation staff had no record of a student or
political group called Nuevo Archipielago. The staff indicated that
the island of Providencia had a political movement called
Pro-Rescate del Archipielago (Pro-Rescue of the Archipielago).
This Response was prepared after
researching publicly accessible information currently available to
the Research Directorate within time constraints. This Response is
not, and does not purport to be, conclusive as to the merit of any
