In 24 June 2004 correspondence to the Research Directorate, the First Secretary in charge of Consular Affairs from the Consulate of Colombia in Ottawa provided the following information. According to the First Secretary, the issue date and number of the "cédula" (identity card) remain the same regardless of whether a person changes his or her name.
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection.
