The Kangleipak Communist Party (KCP) was founded on 14 April 1980 (SATP n.d.; USI Journal Jan.-Mar. 2002) under the leadership of a certain Ibohandi (SATP n.d.). Although the KCP claims to have its roots in communism, it places little importance on ideology and its only activity is extortion (USI Journal Jan.-Mar. 2002). The KCP has its headquarters in the Chandel district and a camp in Myanmar (Burma) (ibid.).
The KCP, like the People's Revolutionary Party of Kangleipak (PRPK), is a splinter group of the Organization to Save the Revolutionary Movement in Manipur (Kanglei Yawol Kunna Lup, KYKL) (The Times of India 28 June 2003). The KCP, PRPK, KYKL, People's Liberation Army (PLA) and United National Liberation Front (UNLF) are the five armed militant groups from the Meitei ethnic group operating in the Imphal Valley in Manipur State (ibid.). These armed groups collect a percentage of the salaries paid to civil servants and private sector employees and, like businessmen, politicians and civil servants, they also collect their share of black market supplies of rice, wheat, sugar, and fuel products, like kerosene, oil and diesel fuel (The Statesman 30 Nov. 2002).
