According to a representative of the
Embassy of Afghanistan in Washington, DC, as a second language,
English or French was taught in high schools in Afghanistan in the
1980s (17 Nov. 1993). The representative adds that even though
Russian was taught in some high schools in the same period,
learning Russian was not compulsory for students.
This response was prepared after
researching publicly accessible information currently available to
