In a telephone interview on 29 March 1995,
a program specialist with Citizenship and Immigration Canada's Port
of Entry Control in Ottawa stated that the master of a vessel is
required only to submit the crew list and the IMM202 to Canadian
officials. The program specialist added that the master of a vessel
is only given the IMM202, and that the IMM5428 is not used in the
case of desertion of a crew member.
Corroborating information could not be
found among the sources consulted by the DIRB.
