According to an official at the Russian Embassy in Ottawa, "generally, the answer is yes" as to whether it processes citizenship applications from within Canada. However, both the processing and the length of time involved depend on the specific circumstances of each case (20 Sept. 1993). The DIRB is unable to corroborate this information at the present time.
