Laut Enab Baladi sei Israel seit dem Sturz der Assad-Regierung am 8. Dezember 2024 in syrisches Territorium über die Bravo-Linie (östliche Grenze der UNDOF (United Nations Disengagement Observer Force)-Pufferzone, Anmerkung ACCORD) hinaus eingedrungen (Enab Baladi, 26. März 2025).

Das Wall Street Journal (WSJ) erklärt im April 2025, dass Israel die ehemalige Pufferzone der Vereinten Nationen auf syrischem Territorium übernommen habe und sich im Südwesten – außerhalb der UN-Pufferzone – weiter ausbreite. Die israelische Präsenz werde durch eine Reihe von militärischen Außenposten in der Nähe von Dörfern, auf Hügeln und in bewaldeten Gebieten etabliert. Zwischen 10. Februar und Anfang April habe Israel laut dem Syrien-Analysten Charles Lister 89 Bodenangriffe und 29 Luft- und Artillerieangriffe im Südwesten Syriens sowie 35 weitere Luftangriffe in anderen Teilen des Landes durchgeführt (WSJ, 6. April 2025).

Mit Anfang April führe Israel laut Al-Jazeera weiterhin Angriffe in Syrien durch (Al-Jazeera, 2. April 2025).

Die folgenden Quellen enthalten Informationen über direkten Kontakt zwischen der israelischen Armee und syrischen Zivilist·innen in Syrien im Jahr 2025:

Das Syrian Network for Human Rights (SNHR) berichtet im Jänner 2025, dass die israelische Armee den französischen Journalisten Sylvain Mercadier und Anwalt Mohammed Fayyad, der ursprünglich aus der Stadt Quneitra stamme, in der Stadt Al-Hamdiya in der südlichen Provinz Quneitra festgenommen habe. Beide Männer seien festgenommen worden, als sie über die Entwicklungen im Zusammenhang mit dem israelischen Bodeneinsatz in der Stadt berichtet hätten. Laut einem weiteren Mitglied des Teams hätten israelische Streitkräfte nach einer verbalen Auseinandersetzung die Medienausrüstung zerstört und beschlagnahmt und Mercadier körperlich angegriffen. Die Männer seien in das Provinzgebäude der Stadt Quneitra gebracht worden und später am selben Tag im Dorf Samdaniya Al-Gharbiya freigelassen worden (SNHR, 10. Jänner 2025).

Enab Baladi schreibt Ende Jänner, dass die israelische Armee auf zwei Personen, die in der Nähe der Stadt Qudna, im Umland von Quneitra, Feuerholz gesammelt hätten, das Feuer eröffnet hätten. Eine der zwei Personen sei verletzt und die andere sei festgenommen worden. Es gebe keine Informationen über den Zustand der festgenommenen Person (Enab Baladi, 24. Jänner 2025).

In einem weiteren Artikel von Anfang Februar, berichtet Enab Baladi von der Festnahme zweier Männer im nördlichen Umland von Quneitra. Laut Quneitra Today habe die israelische Armee das Dorf Trinjeh gestürmt und die zwei jungen Männer verhaftet. Zwei weitere Personen (ein Mann und seine Ehefrau) seien verletzt worden, da die Soldat·innen auf ihr Auto geschossen hätten, als sie am Ort der Festnahme ankamen (Enab Baladi, 1. Februar 2025; siehe auch: NPA, 1. Februar 2025). Laut North Press Agency (NPA) seien die jungen Männer auf die Golanhöhen gebracht worden und der Grund für ihre Festnahme sei zum Zeitpunkt des Erscheinens des Artikels unbekannt. Einer lokalen Quelle zufolge sei dies nicht das erste Mal, dass israelische Streitkräfte junge Männer aus Quneitra in Südsyrien verhaften würden, ohne die Gründe für ihre Festnahme offenzulegen (NPA, 1. Februar 2025). Auch der Artikel von Enab Baladi beschreibt, dass Zivilist·innen in der Provinz Quneitra bereits mehrfach von der israelischen Armee angegriffen worden seien. Der Artikel nennt den oben beschrieben Fall vom 24. Jänner. Außerdem habe die israelische Armee Ende Dezember 2024 auf Zivilist·innen geschossen, als diese an einer Demonstration gegen den israelischen Einmarsch in der Region teilnahmen. Mitte Jänner seien bei einem militärischen Drohnenangriff ein/e Zivilist·in getötet und zwei verletzt worden (Enab Baladi, 1. Februar 2025).

SNHR habe zwischen dem 25. Februar und 5. März 2025 mindestens zehn Bodeneinsätze israelischer Truppen in Gebieten der Provinzen Quneitra und Daraa dokumentiert. Die Einsätze seien ohne vorherige Ankündigung erfolgt und Soldat·innen hätten unter anderem in der Stadt Al-Rafid gewaltsam Umfragen über humanitäre Hilfe und Infrastruktur in den Gebieten durchgeführt (SNHR, 5. März 2025).

Zwischen 5. und 24. März hätten sich laut SNHR die unangekündigten Bodeneinsätze der israelischen Armee in der Provinz Quneitra fortgesetzt (SNHR, 14. März 2025; SNHR, 24. März 2025). Im Zuge der Einsätze seien Truppen in das Dorf Al-Hanout eingedrungen und hätten gewaltsam Umfrageantworten von Bewohner·innen gesammelt. Im Dorf Koudana sei ein Bewohner von den Truppen verhaftet und an einen unbekannten Ort gebracht worden (SNHR, 14. März 2025). Im Dorf Um Al-Azam habe die Armee Razzien in Häusern von Zivilist·innen durchgeführt und vier junge Männer aus dem Dorf verhaftet, bevor sie zwei Stunden später wieder freigelassen worden seien (SNHR, 24. März 2025).

Foundation for Defense of Democracies’s (FDD’s) Long War Journal berichtet Ende März, dass laut syrischen Staatsmedien bei einem Angriff der israelischen Armee auf das Dorf Kuwaya, an der jordanischen Grenze, vier Zivilist·innen getötet und weitere verletzt worden seien. Laut dem Long War Journal sei die israelische Armee zunehmend in der Form von Bodenoffensiven in Syrien aktiv. Die Armee selbst habe mitgeteilt, dass sie in Südsyrien Razzien durchgeführt und unter anderem Sprengstoff, Munition und Ausrüstung gefunden hätten (FDD’s Long War Journal, 25. März 2025).

Enab Baladi berichtet über den israelischen Angriff auf das Dorf Kuwaya (im Artikel „Koya“ genannt), dass sechs Personen durch den Beschuss israelischer Panzer auf Häuser von Zivilist·innen ums Leben gekommen seien. Junge Bewohner·innen hätten sich dem Einmarsch der israelischen Armee in das Dorf widersetzt. Nach einem Versuch der israelischen Armee in das Dorf einzudringen hätten junge Männer das Feuer eröffnet, worauf Israel mit Beschuss auf Kuwaya reagiert habe. Israel habe bereits im Dezember 2024 die Bewohner·innen des Dorfes dazu aufgefordert ihre Waffen zu übergeben, auf den Straßen Militärkleidung zu tragen, keine Außenstehenden zu beherbergen und Listen mit Namen lokaler Führer·innen und einflussreicher Persönlichkeiten der Region vorzulegen. Der Ton der Gespräche habe laut einem Dorfältesten wie eine Drohung geklungen und die Möglichkeit der Zerstörung des Dorfes seien angeklungen. Einheimische hätten am 20. Dezember gegen die israelische Präsenz im Gebiet demonstriert. Die israelische Armee habe mit Schüssen auf die Demonstration reagiert. Allgemein hindere die israelische Armee die Bewohner·innen von Kuwaya am Zugang zu ihrem Land. Es herrsche die Bedingung der namentlichen Registrierung, die die Einheimischen ablehnen würden. Israel habe außerdem in den Dörfern im westlichen Umland der Provinz Daraa Razzien auf Häuser intensiviert, mit dem angegeben Grund nach Waffen zu suchen (Enab Baladi, 26. März 2025).

The Times of Israel berichtet, dass - laut Daraa 24 - am 29. März sechs Männer aus dem Dorf Kuwaya festgenommen worden seien, während sie auf ihrem Ackerland in der Nähe der Grenze gearbeitet hätten. (The Times of Israel, 29. März 2025).

Das syrische Nachrichtenportal Syrian Today berichtet Anfang April, dass israelische Streitkräfte einen Schafhirten aus der Region Wadi Kouba im Westen der Provinz Daraa festgenommen hätten. Die Streitkräfte hätten in der Woche davor seine 125 Schafe beschlagnahmt (Syrian Today, 5. April 2025).

SNHR berichtet ebenfalls Anfang April von israelischen Angriffen in der Form von Luftangriffen, Artilleriebeschuss und Bodenangriffen auf verschiedene Gebiete in den Provinzen Daraa, Quneitra, Damaskus, Rif Dimashq, Homs und Hama, Bei den Operationen seien neun Zivilist·innen der Stadt Nawa im Westen der Provinz Daraa getötet und 15 weitere verletzt worden (SNHR, 5. April 2025).

Das Wall Street Journal (WSJ) veröffentlicht am 6. April einen Artikel, der die Situation im Dorf Al-Hamidiya, südlich der Stadt Al-Quneitra, darlegt. Ein israelischer Militärposten, sowie ein Panzer, würden das Dorf überwachen. Soldat·innen würden täglich patrouillieren, Ausweise kontrollieren und nachts die Bewegungsfreiheit der Dorfbewohner·innen einschränken. Israelische Panzer und Fahrzeuge seien am Tag nach dem Fall von Baschar Al-Assad in Al-Hamidiya eingefahren. Soldat·innen hätten Bewohner·innen befohlen ihre Häuser für einige Tage zu verlassen und Waffen abzugeben. Die Häuser seien durchsucht worden. Einige Dorfbewohner·innen hätten berichtet, dass ihre Häuser zerstört oder geplündert worden seien. Die Hauptstraße nach Al-Hamidiyah sei blockiert und israelische Soldat·innen würden an einer schmalen Brücke stehen, deren Straße zum Dorf führe, Menschen anhalten und ihre Ausweise fotografieren. Niemand dürfe das Dorf nachts verlassen oder betreten. In zwei Fällen hätten Dorfälteste die Erlaubnis des israelischen Militärs einholen müssen, um Bewohner·innen, die medizinische Notfallversorgung benötigt hätten, nachts zum nächstgelegensten Krankenhaus zu fahren. Weiter habe die israelische Armee die Größe von Beerdigungen begrenzt. Der Artikel erläutert weiters, dass israelische Soldat·innen im Jänner das Feuer auf Demonstrant·innen im Dorf Sweissa, südöstlich von Al-Hamidiyah, eröffnet hätten. Israelische Truppen hätten weiters junge Syrer·innen, darunter Hirt·innen, in den Provinzen Quneitra und Daraa festgenommen. Einige von ihnen würden sich, laut Dirar Al-Basheer, dem ehemaligen Gouverneur von Quneitra, zum Zeitpunkt des Interviews weiterhin in israelischem Gewahrsam befinden. Laut einem/r israelischen Militärbeamt·in habe Israel nur Menschen festgenommen, die terroristischer Aktivitäten verdächtigt würden. Der Artikel schließt damit ab, dass israelische Truppen sich im Südwesten – außerhalb der UN-Pufferzone – weiter ausbreiten würden. Sie würden südlich ihrer aufgebauten Militärstützpunkte in neue Gebiete der Provinz Daraa (etwa 95 Kilometer entfernt von Damaskus) ziehen. Israelische Panzer und Bulldozer seien in Dörfer eingedrungen, hätten Gebäude zerstört und Barrieren auf Straßen errichtet, während Soldat·innen Häuser nach Waffen und mutmaßliche militanten Personen durchsucht hätten (WSJ, 6. April 2025).

„On Tuesday, the residents of Koya buried six victims who lost their lives due to the targeting of Israeli tanks on civilians’ homes after youths resisted the Israeli army’s incursion into the village.

Tensions began following an Israeli army attempt to penetrate the village, prompting young men to open fire, to which Israel responded with shelling on Koya, resulting in casualties and injuries and causing residents to flee, according to an Enab Baladi reporter. […]

From the moment of the regime’s fall on December 8, 2024, Israel penetrated Syrian territories, surpassing the disengagement line (Bravo) and reached the outskirts of Koya village within days.

Shortly after the regime’s collapse, the Israeli army demanded that residents hand over their weapons to what is known as the ‘Joint Operations’ and that military clothing not be worn in the streets, along with not harboring outsiders in these towns, as well as providing lists of names of local leaders and influential figures in the area.

The tone of the negotiations from the Israeli side conveyed a kind of threat and warning of storming the village and destroying it, according to one of the village elders’ clarifications to Enab Baladi.

The Israeli side linked the implementation of its demands to spare the towns from shelling or incursions.

Hani al-Ghazi, one of Koya’s notable figures, pointed out in a previous conversation with Enab Baladi that the Israelis said, ‘If you do not comply with our conditions, count your homes, and we will provide you with tents equal to that number,’ referring to the forced relocation of residents through shelling.

The Israeli army took control of the Jazira area on December 10, 2024, a high hill overlooking the surrounding villages up to the Jordanian border.

On December 20, 2024, dozens of locals protested against the Israeli presence and went to the Jazira area, but the Israeli army confronted the demonstrators with gunfire, injuring some of them.

On the other hand, the Israeli army’s presence on the Jazira prevented Koya residents from accessing their lands, as Israel imposed the condition on neighboring village residents to register their names when passing through, which met with rejection from the locals.

Israel continues to impose a security reality on the villages of western Daraa countryside, intensifying its recent campaigns of raids and besieging some homes under the pretext of searching for weapons.

In early March, young men from Koya prevented an Israeli patrol from entering the village after setting up a checkpoint for residents against the forces attempting to enter.

On March 11, unknown individuals opened fire at the Israeli point on the Jazira area from a distance of about two kilometers.

The Israeli army responded by shelling Koya village with mortars and sweeping the agricultural lands surrounding the village with gunfire.“ (Enab Baladi, 26. März 2025)

The fight on March 25 took place near the village of Kuwaya, around a mile from Israel’s Golan border. The village sits on the Yarmouk River, downstream from the Al Wehda dam on the Jordanian border. Syrian state media claimed the IDF had ‘penetrated the town amid intense reconnaissance flights’ and that Israel ‘bombed*’ the village and tanks fired shells that killed ‘four civilians, wounding others, including a woman.’ […]

The IDF has also been increasingly active on the ground in Syria. Elements of the Paratroopers Brigade, along with tanks and combat engineers, have conducted missions in the last few weeks. These forces are under the command of the IDF’s 474th Brigade, part of the 210th Division, territorial units responsible for defending the Golan. The IDF said on March 25 that the paratroopers and combat engineers from the IDF’s Yahalom unit raided locations in southern Syria, finding ‘explosives, ammunition, mortar shells, military vests, combat equipment, munitions and bullets’.“ (FDD’s Long War Journal, 25. März 2025)

„Israeli army forces arrested on Friday two young men from the countryside of Quneitra in southern Syria.

A local source told North Press that Israeli forces stormed the town of Taranja in the Quneitra countryside and arrested the young men Kinan Bakr and Ali Bakr, who are from the town. […]

The source indicated that the Israeli soldiers took the two young men into the Golan Heights, while the reason for their arrest remains unknown at this time.

„On January 8, 2025, at 12:15, Israeli occupation forces detained French journalist Sylvain Mercadier, who works for the ‘Sinam Television and Film Production’ company, and lawyer Mohammed Fayyad, who is originally from Quneitra city, in the town of al-Hamidiya in southern Quneitra governorate. According to the information obtained by the Syrian Network for Human Rights (SNHR), the two were detained while covering developments related to the Israeli ground incursion in the town.

SNHR learnt from media worker Yousef Ghribi, one of the members of Sylvian Mercadier’s team, that Mercadier was subjected to physical assault by Israeli forces following a verbal altercation, during which Mercadier’s and Ghribi’s media equipment was destroyed and confiscated. Sylvain Mercadier and Mohammed Fayyad were then taken to the governorate building in Quneitra city before being released later that day in the village of Samdaniya al-Gharbiya. Yousef Ghribi, meanwhile, was only able to escape arrest by hiding in a local resident’s house until the Israeli occupation forces had left the town.“ (SNHR, 10. Jänner 2025)

This incursion is the latest in a series of repeated Israeli military operations aimed at imposing a new security reality through ground raids that threaten the local population.

The incursions involved Israeli military units, some of which were supported by heavy machinery, entering areas both within and outside the buffer zone without prior notice. In the course of these incursions, Israeli occupation forces destroyed and bulldozed military outposts for the Syrian army that had remained vacant since the fall of Bashar al-Assad’s regime on December 8, 2024, established temporary military checkpoints, and forcibly collected surveys from local residents regarding humanitarian aid and infrastructure in the areas where the Israeli occupation forces advanced. These attacks included airstrikes, artillery shelling, and ground incursions targeting various areas across the governorates of Daraa, Quneitra, Damascus, Rural Damascus, Homs, and Hama.

The Daraa 24 outlet says the men, from the village of Kuwaya, were working on their agricultural land near the border when they were detained.

Israeli tanks and vehicles rolled into Al-Hamidiyah the day after the Assad regime fell.

Arabic-speaking soldiers ordered residents to leave their houses for a couple of days and hand over weapons as they searched homes and buildings. When villagers returned, some said they found their houses destroyed or ransacked. Some buildings had Hebrew writing on the walls.

The main road into Al-Hamidiyah is blocked, forcing villagers to take a long detour to reach their homes. Israeli soldiers positioned at a narrow bridge leading into the hamlet stop people and photograph their IDs.

No one is allowed to leave or enter the village at night, though they can move around inside, residents said. During Ramadan, families couldn’t visit relatives in other villages for the traditional sundown meal to break their fast. On two recent occasions, village elders had to seek permission from Israeli military liaisons to allow residents needing emergency medical care to travel to the nearest hospital at night, said Turki al-Mostafa, a village elder. Both survived. 

Israeli troops have limited the size of funerals and restricted the traditional three days of mourning, where typically hundreds of well-wishers come to pay their respects, villagers said. […]

In January, Israeli soldiers opened fire and injured protesters at an anti-Israel march in Sweissa village, southeast of Al-Hamidiyah. Israeli troops have also detained some young Syrians, including shepherds, in both Quneitra and Daraa provinces, and some are still in Israeli custody, said Dirar al-Basheer, the former governor of Quneitra. Israeli forces are now expanding deeper into southwestern Syria, outside the U.N. buffer zone. They are moving south of their military bases into new areas in Daraa province, roughly 60 miles from Damascus.
