Die Berichte des Generalsekretärs an den Sicherheitsrat der Vereinten Nationen vom September 2022 und Jänner 2023 stellen beide fest, dass der Islamische Staat (IS) weiterhin asymmetrische Angriffe in der Provinz Kirkuk durchführe (UN Security Council, 26. September 2022, S. 6; UN Security Council, 25. Jänner 2023, S. 5)
Das Armed Conflict Location & Event Data Project (ACLED) der University of Sussex[1] registriert 112 sicherheitsrelevante Ereignisse für den Zeitraum 1. Mai 2022 bis 10. Februar 2023 in der Provinz Kirkuk, von denen sich 45 Vorfälle im Distrikt Kirkuk (Stadt Kirkuk und Umland) ereignet hätten. Es ist unklar, wie viele der Vorfälle sich tatsächlich in der Stadt Kirkuk ereigneten. Von den 112 sicherheitsrelevanten Ereignissen in der Provinz Kirkuk habe es sich um 47 Kämpfe (zumeist zwischen Sicherheitskräften und der Gruppe Islamischer Staat (IS)) gehandelt, sowie um 51 Explosionen. 14 Fälle wurden von ACLED als „Gewalt gegen Zivilist·innen“ eingestuft. Bei den 14 Fällen habe es sich um Morde (oder Mordversuche) sowie Entführungen von Zivilist·innen durch den IS oder unbekannte bewaffnete Gruppen gehandelt. Zwei der Vorfälle hätten sich in der Stadt Kirkuk ereignet: Im September 2022 hätten bewaffnete Unbekannte einen Taxifahrer und im Dezember 2022 den Betreiber eines Generators erschossen (ACLED, zuletzt aktualisiert am 10. Februar 2023).
Sicherheitsrelevante Vorfälle in der Stadt Kirkuk
Laut epic sei am 21. September ein junger Mann in seinem Auto in der Nähe des Azadi-Spitals von unbekannten Bewaffneten erschossen worden (epic, 22. September 2022).
Am 30. Oktober sei ein Wohngebäude im Norden der Stadt mit einem improvisierten Sprengsatz oder einer Granate angegriffen worden. Sechs Zivilist·innen seien verletzt worden (epic, 3. November 2022).
WKI berichtet, dass am 22. Dezember unbekannte Bewaffnete in der Stadt Feuer auf einen Polizeicheckpoint eröffnet hätten. Es sei unklar gewesen, ob der Angriff von Terroristen oder Kriminellen ausgeführt worden sei (WKI, 23. Dezember 2022).
Am 21. Jänner hätten bewaffnete Männer aus einem Fahrzeug heraus das Feuer auf das Haus von Shukriya Kazim, der Direktorin einer kurdischen Schule namens „Mother School“ im Stadtteil Latif Awa eröffnet. Es seien keine Personen verletzt worden. Das Motiv der Tat sei unklar (WKI, 26. Jänner 2023).
Es konnten als Teil der Onlinerecherche keine weiteren sicherheitsrelevanten Vorfälle während des Berichtzeitraums in der Stadt Kirkuk gefunden werden.
Sicherheitsrelevante Vorfälle in der Provinz Kirkuk
Die folgenden Quellen bieten eine chronologische Auflistung von sicherheitsrelevanten Vorfällen in der Provinz Kirkuk von Anfang Mai 2022 bis Mitte Februar 2023:
Kurdistan 24 berichtet am 1. Mai 2022 von der Enthauptung eines arabischen Sunniten durch den IS auf einem Bauernhof zwischen den Dörfern Bibani und Kalwer (Gegend von Pirde) in der Provinz Kirkuk. Der Mann habe sich kurz vor seiner Ermordung den Volksmobilisierungskräften (Popular Mobilization Forces, PMF) angeschlossen. Am selben Tag habe der IS in derselben Gegend, nahe dem Dorf Karez, seine Flagge gehisst. Die Flagge sei von lokalen Sicherheitskräften wieder entfernt worden. Bewohner·innen der Gegend hätten Kurdistan 24 mitgeteilt, dass der IS unentwegt in ihrer Gegend aktiv sei (Kurdistan 24, 1. Mai 2022).
Am 23. Mai seien laut MENA Affairs mindestens sechs Personen bei einem Angriff des IS auf die Bürger·innen von Taza Khurmatu, südlich der Stadt Kirkuk, ums Leben gekommen (MENA Affairs, 24. Mai 2022).
Am 17. Juni habe der IS in Tal Hama (nahe dem Distrik Daquq) einen Schäfer entführt. Der Schäfer sei am 8. Juli, nach einer Lösegeldzahlung von 100.000 US Dollar, wieder freigelassen worden. Laut dem Washington Kurdish Institute (WKI) seien Entführungen für Lösegeld eine wichtige Einnahmequelle des IS in den zwischen der Zentralregierung und der Autonomen Region Kurdistan umstrittenen Gebieten (zu denen auch Kirkuk zählt, Anmerkung ACCORD) (WKI, 15. Juli 2022).
Am 24. Juli seien, laut epic, zwei Polizisten im Distrikt Daquq von einem übriggebliebenen improvisierten Sprengsatz verletzt worden (epic, 28. Juli 2022). Am 25. Juli berichtet WKI von IS-Angriffen auf Strommasten. Am Tag darauf seien zwei Polizisten bei einem Gefecht mit IS-Mitgliedern im Südwesten von Daquq verletzt worden (WKI, 29. Juli 2022).
Im August berichten epic und WKI von weiteren acht Vorfällen, bei denen irakische Sicherheitskräfte (Polizisten, Soldaten, PMF-Kämpfer oder kurdische Sicherheitskräfte) in der Provinz Kirkuk durch IS-Angriffe verletzt oder getötet worden seien (epic, 4. August 2022; epic, 11. August 2022; WKI, 12. August 2022; epic, 25. August 2022; WKI, 26. August 2022). Im selben Monat sei am 9. August ein Bewohner des Dorfes Al-Sus, im Nordosten der Provinz Kirkuk von einem übriggebliebenen Sprengsatz getötet worden. Am 11. August habe ein improvisierter Sprengsatz einen LKW-Fahrer im Dorf Chabghan (Distrikt Daquq) verletzt (epic, 11. August 2022). Am 13. August seien IS-Mitglieder in das Dorf Al-Sumoud (Distrik Daquq) eingefallen. Sie hätten das Haus des Dorfvorstehers mit Sprengsätzen zerstört und den 12-jähren Sohn des Schuldirektors des Dorfes entführt (epic, 18. August 2022). Am 23. August habe der IS das Dorf Al-Batatkha (Nahe Al-Riyadh) angegriffen. Der Dorfvorsteher und ein Mitglied der Sicherheitskräfte seien bei dem Angriff ums Leben gekommen. Zwei Familienmitglieder des Dorfvorstehers seien verletzt worden (epic, 25. August 2022). Am 28. August hätten Mitglieder des IS im Dorf Bayanlo (Laylan Distrikt) auf mehrere Schäfer geschossen und einen von ihnen getötet. Am Tag darauf hätten Terroristen zwei Zivilist·innen in der Nähe des Jabal Bor Ölfeldes entführt (WKI, 2. September 2022). Epic schreibt über die Entführung der zwei Männer, dass einer von ihnen ein Mitglied der Sicherheitskräfte gewesen sei. Laut epic habe der IS die Entführung auf der Straße zwischen Kirkuk und Sulaymaniyah durchgeführt. Am gleichen Tag habe der IS im Distrikt Tarmiyah einen Bauern umgebracht, der sich geweigert habe, die vom IS verlangten Steuern zu bezahlen (epic, 1. September 2022).
Für den Monat September berichten epic und WKI von insgesamt fünf Vorfällen, bei denen Sicherheitskräfte in der Provinz Kirkuk verletzt oder getötet worden seien (epic, 8. September 2022; epic, 22. September 2022; WKI, 23. September 2022; epic, 29. September 2022). WKI berichtet, dass der IS Mörser eingesetzt habe, um den Schrein von Imam Zain Al-Abdin (Daquq Distrikt) zum Zeitpunkt der Arba’een Wallfahrt anzugreifen (WKI, 16. September 2022).
Am 2. Oktober sei, laut epic, ein Soldat beim Versuch einen improvisierten Sprengsatz zu entschärfen, in der Region von Wadi Al-Shay verletzt worden (epic, 6. Oktober 2022). WKI berichtet, dass am 17. Oktober drei Kinder im Dorf Adliyah (Subdistrikt Yaichi) von einem übriggebliebenen improvisierten Sprengsatz getötet worden seien (WKI, 21. Oktober 2022). Laut epic habe sich der Vorfall am 18. Oktober ereignet und es seien ein Kind gestorben und zwei verletzt worden (epic, 20. Oktober 2022). Am 26. Oktober seien zwei irakische Soldaten bei einem IS-Angriff im Distrikt Daquq ums Leben gekommen (epic, 27. Oktober 2022).
Am 19. November seien laut mehreren Quellen vier Soldaten nordwestlich der Stadt Kirkuk von IS-Mitgliedern erschossen worden (Al-Arabiya, 19. November 2022; WKI, 25. November 2022; epic, 1. Dezember 2022).
Am 11. Dezember sei, laut epic, ein Soldat bei einem IS-Angriff im Distrikt Dibis getötet und einer verletzt worden. Am 13. Dezember sei ein übriggebliebener improvisierter Sprengsatz im Distrikt Taza explodiert während Bauern ihr Feld bestellt hätten. Drei der Bauern seien verletzt worden (epic, 15. Dezember 2022). Mehrere Quellen berichten über einen Vorfall am 18. Dezember, bei dem südwestlich von Kirkuk (Al-Riyadh Subdistrikt) bei einem Bombenattentat und einem darauffolgenden Angriff mit Schusswaffen mindestens neun Polizisten, die als Teil eines Polizeikonvois unterwegs gewesen seien, getötet und zwei verletzt worden seien. Der IS habe sich zu dem Angriff bekannt (Al-Jazeera, 18. Dezember 2022; BBC News, 18. Dezember 2022; epic, 22. Dezember 2022; WKI, 23. Dezember 2022). Am selben Tag habe ein als irakischer Soldat verkleidetes IS-Mitglied einen Schäfer im Dorf Daham (Hawija Distrikt) entführt. Am 21. Dezember seien bei einem weiteren Angriff des IS in der Nähe von Sargaran, zwei Soldaten getötet und drei verletzt worden (WKI, 23. Dezember 2022). Am Tag darauf habe ein improvisierter Sprengsatz zwei weitere Soldaten im Makhmour Distrikt getötet (epic, 22. Dezember 2022). WKI berichtet, dass ebenfalls am 22. Dezember eine Bombe vor eine Volksschule im Daquq Distrikt gelegt worden sei. Sicherheitskräfte hätten die Bombe rechtzeitig entschärfen können (WKI, 23. Dezember 2022).
Am 17. Jänner seien zwei Mitglieder der Polizeikräfte von Kirkuk bei einem IS-Angriff in der Gegend von Jabal Bor ums Leben gekommen (epic, 19. Jänner 2023; WKI, 19. Jänner 2022). Am 21 Jänner habe ein IS-Mitglied versucht, mit Granaten und einer Sprengstoffweste in ein (nicht näher bezeichnetes) Dorf in Kirkuk einzubringen. Die Person sei von Polizisten getötet worden (epic, 26. Jänner 2023). Am selben Tag berichtet WKI, dass eine Gruppe von IS-Mitgliedern in das Dorf Sharafia eingefallen sei und versucht habe, zwei Söhne des Dorfvorstehers zu entführen. Die Dorfbewohner hätten sich gewehrt und ein IS-Mitglied getötet (WKI, 26. Jänner 2023).
Am 10. Februar sei, laut epic, ein übriggebliebener Sprengsatz im Subdistrikt Al-Riyadh explodiert und habe einen Hirten verletzt (epic, 16. Februar 2023). Am 19. Februar sei es, laut WKI, zu Kämpfen zwischen einer bewaffneten Gruppierung von Turkmenen und dem IS in der Nähe von Al-Bashir, südlich von Kirkuk, gekommen (WKI, 23. Februar 2023).

A source in Pirde's police force told Kurdistan 24 that cameras showed four ISIS militants entering a farm owned by a Kurdish citizen and guarded by an Arab family. The ISIS militants handcuffed the head of the family, the Sunni Arab man, and then beheaded him.
According to Kurdistan 24 sources, the man recently joined the Popular Mobilization Forces (PMF), a predominantly Shiite militia force that ISIS considers a main enemy. The same source mentioned ISIS raised their flag in the same area near Karez village early Sunday. The local security forces were informed, and they took the flag down. Residents in the area told Kurdistan 24 that ISIS has always been very active around their towns and villages. „After weeks of relative calm, ISIS [Islamic State of Iraq and Syria] (De’ash) terrorists launched several attacks in Kirkuk. On December 18, six Da’esh terrorists in military uniforms entered the village of Daham in the Hawija district and introduced themselves as the Iraqi army. According to the locals, they kidnapped a shepherd after searching the village. On December 18, a Da’esh IED [Improvised Explosive Device] hit a convoy of federal police near the Riyad subdistrict. Following the IED explosion, several terrorists clashed with the federal police. As a result, ten officers were killed and a terrorist. The attack sparked a strong reaction across the country. A high-level security delegation arrived in Kirkuk the next day, including General Staff of the Iraqi Armed Forces Abdul Amir Yaralla and Deputy Commander of Joint Operations Qais Mohammed. Moreover, in his weekly press conference, prime minister Mohammed Shia’ al Sudani said: ‘There are fatal mistakes that are made by some security services,’ forming an ‘inquiry committee’ to prepare a report about the incident. Furthermore, on December 21, Da’esh terrorists attacked the Iraqi army’s 51st Brigade with an IED, followed by clashes with light and medium weapons near the Sargaran district. Security forces defused the bomb and said it was set to explode soon after the school doors would open. On December 22, unknown shooters opened fire in the city on a police checkpoint near the Kobani complex. As a result, two police officers were injured.
