Major terrorist groups focused on conducting attacks within Pakistan included Tehrik-e-Taliban Pakistan (TTP), the Balochistan Liberation Army, and ISIS-K. The TTP and other designated terrorist groups continue to conduct attacks against Pakistani military and civilian targets. Although Pakistan’s national action plan calls to “ensure that no armed militias are allowed to function in the country,” several UN- and U.S.-designated terrorist groups that focus on attacks outside the country continued to operate from Pakistani soil in 2021, including the Haqqani Network, Lashkar-e-Tayyiba (LeT), and Jaish-e-Mohammed (JeM). Although Pakistan took some steps in 2021 to counter terror financing and to restrain some India-focused militant groups, authorities did not take sufficient action to dismantle them. In September, Pakistan successfully prosecuted JeM founder Masood Azhar in absentia and JeM leader Abdul Rauf Azhar; however, LeT and JeM continue to operate within Pakistan.
Pakistan is committed to combating the trafficking of items that could contribute to the development of WMDs and their delivery systems. Pakistan was a constructive and active participant in IAEA-hosted meetings and in the Global Initiative to Combat Nuclear Terrorism.
