Information on procedures for listing a new parent on a birth certificate, particularly a parent who is not a biological parent, nor an adoptive parent, was scarce among the sources consulted by the Research Directorate within the time constraints of this Response.

In correspondence with the Research Directorate, the head of consular affairs at the Embassy of Honduras in Ottawa stated that [translation] "no changes [regarding the name of a parent] are made on birth certificates" unless the following considerations are met:

  1. The father who appears on the birth certificate carries out a legal process saying that he is not the real [parent] before the Judicial entities.
  2. An adoption process is carried out in which the biological parents appear before a court and a change is made through a court ruling in the National Registry of Persons (Registro Nacional de las Personas). (Honduras 12 July 2021)
