Honduras: Requirements and procedure for obtaining a Honduran national identity card from other countries, such as Canada [HND104647.FE]

According to the website of the Honduran National Registry of Individuals (Registro nacional de las personas ), national identity cards are [translation] "issued exclusively by the National Registry of Individuals" (Honduras n.d.). In correspondence sent to the Research Directorate, an official of the Embassy of the Republic of Honduras in Ottawa stated that a Honduran citizen may not obtain a national identity card at the embassy (Honduras 22 Oct. 2013). The applicant must take steps in person in Honduras (ibid.). According to the official, there is no system to issue identity cards outside the country (ibid.). The official also added that a person [translation] "may not obtain the identity card through a lawyer or by a power of attorney, because the person concerned must have their photograph taken in the offices of the National Registry of Individuals in Honduras" (ibid.).
