Haiti: Meaning of the letters "RL" in the alphanumeric passport code (2016-September 2017) [HTI105997.FE]

In correspondence with the Research Directorate, an official at the Embassy of Haiti in Ottawa stated that the letters "RL" that are part of the alphanumeric code on the Haitian passport, indicate that the passport [translation] "was applied for and issued" at the Consulate of Haiti in Orlando, Orange County, in the State of Florida (Haiti 21 Sept. 2017).

The official stated that the letters "TA" are used for passports applied for and issued in Ottawa, while "ML" is the code for Montréal (ibid.).
