Treatment of members of the National Teachers' Union (SINPROF) by the authorities (threats, arrests, detention); whether new laws were proposed in 1998 concerning schools and education; teachers' union threat to strike if the laws were implemented; and government reaction [AGO33340.E]

A February 1999 Amnesty International report states "Miguel Filho, the Secretary General of the Sindicato Nacional de Professores (SINPROF), National Teachers Union, has frequently received threats and some threats have been made against his family. The most recent threat came in May 1998 when he complained to the police about previous threats" (3).

A chronology of events in Angola compiled by the European Parliamentarians for Africa (AWEPA) states that "trade unionist Miguel Filho, secretary general of the Teachers' Union SINPROF (Sindicato dos Professores)" was attacked by unidentified persons during a meeting with a Norwegian trade union leader in a car. The attackers took the car (in Mar. 1997). This information could not be corroborated by sources consulted by the Research Directorate.

No reports on the laws proposed laws concerning schools and education in 1998 could be found among the sources consulted by the Research Directorate.
