In an 8 September 1997 telephone interview,
an immigration officer at the Embassy of the Republic of Kenya in
Washington, DC, stated that a man born in Kenya of ethnic Somalis
in 1935, who moved to Mogadishu in 1938 and returned to Kenya in
1977 under a work permit, does not qualify for Kenyan citizenship
unless one of his parents was born in Kenya. For additional
