After consulting with the International
Secretariat in London, a representative of Amnesty International in
Toronto stated that there were no reports about the execution of a
Turkish soldier named Ismet Bulbul on or about May 1992 (24 Nov.
1993). The representative added, however, that the lack of
information does not necessarily mean the execution of Ismet Bulbul
did not occur (Ibid.). The same source added that in past years
there have been hundreds of extrajudicial executions each year (25
Nov. 1993)
In addition, an on-line search of sources
regularly consulted by the DIRB was unable to produce any
information on the above subject. Several attempts were made to
contact Helsinki Watch but were all unsuccessful.
This response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This response is not, and does
not purport to be, conclusive as to the merit of any particular
claim to refugee status or asylum. Please find attached the list of
sources consulted in researching this information request.
