Information on this specific subject is
currently unavailable to the DIRB; however, it may be of interest
to note that the Somali National Front (SNF), which was formed in
1991 and based in Kismayo, was a clan alliance that included
members of the Somali Salvation Democratic Front (SSDF) and the
Somali People's Movement (SPM) (Amnesty International Aug. 1992, 5;
Africa Events Apr. 1991, 10; Samatar 1991, 22). The SNF was
made up of former soldiers of the Siad Barre regime and members of
Barre's Marehan clan (Ibid.). General Abshir Bihi, who was a senior
SNF commander was abducted from Mandera by United Somali Congress
(USC) forces on 28 April 1992 and taken to Bulohawo and executed
(Amnesty International Aug. 1992, 5).
According to New African, senior
supporters of the former president met in Kismayo on 5 January 1992
to plan his return to power (Apr. 1993, 9). For the names of the
meeting's participants and those appointed to lead Barre's return,
please refer to the attachment from New African. This
response was prepared after researching publicly accessible
information currently available to the DIRB within time
