According to the Consul of Pakistan in New
York, a new Pakistani passport can be issued to someone who has
previously held a Pakistani passport for two reasons: renewal of an
old passport and replacement of a lost one (25 Nov. 1992).
For passport renewal, applicants must
submit the old passport, four pictures, a copy of their Pakistani
National Identity Card and a completed passport application form.
In the case of passport loss, applicants must complete three forms
and submit four pictures, a copy and the original of their
Pakistani National Identity Card, and a copy of the police report
declaring that the old passport was lost. The police report does
not have to be from New York; it can be from any city where the
loss was reported (Ibid.).
The Consul added that since July 1992, the
power to issue passports has been largely taken over by the
Pakistan central government. Since July 1992, the Consulate can
issue passports only to Pakistanis who had been issued a passport
before 1979 or who had received an educational degree before 1980
(Ibid.). All other cases have to be referred to Pakistan by
the Consulate, meaning that the process of issuing a passport may
take one month (Ibid.).
Additional and/or corroborating
information, including the criteria, if any, established by the
authorities of Pakistan for granting a passport or rejecting an
application for one, could not be found among the sources currently
available to the DIRB.
