In an 18 July 1997 telephone interview, the
vice-president of the Romanian Helsinki Committee in Bucharest
provided the following information, which represents the
vice-president's viewpoint. The vice-president is not aware of any
time period in which information was placed in Romanian identity
booklets that directly stated, or indirectly stated by the use of
codes or marks, that the holders were suspected of having committed
criminal offences, were under criminal investigation or had been
convicted of having committed criminal offences.
Corroborating or additional information on
the above-mentioned topic could not be found among the sources
consulted by the DIRB.
This Response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This Response is not, and does
not purport to be, conclusive as to the merit of any particular
