1) Hintergründe des Meetings vom 06.05.2011 der islamischen Partei Aserbaidschan (IPA) in Baku
Freedom House (FH) schreibt in seinem im Juni 2012 veröffentlichten Bericht Nations in Transit, dass im Dezember 2010 ein Hijab-Verbot für Schulen eingeführt worden sei, was zu Demonstrationen Ende 2010 und im Jahr 2011 geführt habe. Am 6. Mai habe es eine nicht genehmigte Demonstration gegen das Hijab-Verbot in Baku gegeben, auf der es zu Zusammenstößen mit der Polizei gekommen sei:
„Throughout 2011, the government continued its crackdown on Islamic leaders, especially those engaging in demonstrations against the December 2010 ban of the hijab, the Muslim headscarf, in schools. While no law specifically prohibits the hijab, the Law on Education requires school children to wear uniforms and the Ministry of Education insists on a strict application of this law. The ban led to demonstrations in late 2010, continuing through 2011. Movsum Samadov, the head of the pro-Iranian Shiite Azerbaijan Islamic Party (AIP), which was stripped of its registration in 1995, and other members of the AIP were detained in early January for allegedly disrupting public disorder and sentenced to 12 years imprisonment in October. Several dozen other Islamist activists were also arrested in January on similar charges. On 6 May police again clashed with protesters at an unauthorized demonstration against the ban in Baku.“ (FH, 6. Juni 2012)
In einem Artikel vom 6. Mai 2011 berichtet die Nachrichtenagentur Turan, dass an diesem Tag mehrere hundert Personen vor dem Bildungsministerium gegen das Hijab-Verbot in Schulen demonstriert hätten, das im November 2010 eingeführt worden sei. Dabei sei es zu gewaltsamen Auseinandersetzungen mit der Polizei gekommen, im Zuge derer DemonstrantInnen und JournalistInnen von Polizisten und Personen in Zivilkleidung geschlagen worden seien. Zudem seien Dutzende DemonstrantInnen verhaftet worden. Bei der Demonstration habe es sich um den ersten Protest von AnhängerInnen der Islamischen Partei Aserbaidschan seit der Verhaftung des Parteichefs und einer Gruppe von Partei-AktivistInnen Anfang 2011 gehandelt:
„Today several hundred men picketed the Education Ministry in a protest at the ban on wearing hijab in schools, which was introduced in November last year. […]
Policemen and people in civilian clothes attempted to disperse the protesters and beat them, including women, with batons. Journalists also got from it, who were beaten, and attempts were made to seize their photo and video cameras, hindering filming. One female protester lost consciousness, dozens of men were crudely beaten and detained.
Nevertheless, the protesters put up resistance to the police and refused to disperse. The confrontation spread to nearby streets. In response to the police violence, stones were thrown at them. The embarrassed policemen did not risk to further pursue the devout.
Today's event was the first mass protest which the devout held after the arrest of their leader and a group of activists of the Islamic Party of Azerbaijan early this year.” (Turan, 6. Mai 2011)
Die Nachrichtenagentur Azer-Press berichtet in einem Artikel vom Mai 2011, dass die Führung („Chief Mejlis“) der Islamischen Partei Aserbaidschan (IPA) anlässlich eines Treffens am 8. Mai 2011 eine Erklärung abgegeben habe. Darin werde von der Parteiführung die Absicht geäußert, sich mit Präsident Ilcham Alijew zu treffen, um mit ihm über die Resolution zu Bergkarabach und weitere Themen zu diskutieren. Mit Blick auf den Konflikt um Bergkarabach zeige sich die IPA darüber besorgt, dass es nicht gelinge, die territoriale Integrität des Landes wiederherzustellen. Außerdem würden „feindliche Kräfte“ laut IPA versuchen, die Stabilität des Landes zu gefährden und die Nation zu spalten. Die nationalen geistigen Werte seien herabgewürdigt und die „heilige Religion“ beleidigt worden.
Bei dem Treffen der IPA seien auch organisatorische Fragen geklärt worden:
„The leaders of the Islamic Party of Azerbaijan want to meet with the president of Azerbaijan Ilham Aliyev to discuss the Karabakh Resolution and other problems, it is said in the statement that the IPA Chief Mejlis issued at the meeting on 8 May. IPA is seriously concerned about the failure to restore the territorial integrity of the country over long years and thinks that it is necessary to put an end to the ‘deceitful manoeuvres’ of the international organisations that had assumed the role of mediators in the conflict’s resolution. Most importantly, the nation’s unity, will power and courage are needed to recover the occupied territories, IPA says. What else IPA says is that the ‘enemy forces’ want to undermine the stability in Azerbaijan and divide the nation and the government authorities. IPA says that the national spiritual values are debased, the ‘our sacred religion’ is insulted and the free-minded people are cast into prisons ‘while innocent’. Unfortunately, IPA says, certain people in the corridors of power would not stop to protect the political interests ‘of the foreign circles’ and violate the Constitution as well as the rights and freedoms of the citizens of Azerbaijan. To give an example, IPA quotes the two refusals of the City Council of Baku to sanction IPA demonstrations that were intended to draw the public attention to ‘the above-said problems’. ‘We believe that we need discussions with the president in order to find solutions,’ goes the statement of IPA. IPA also warns that it will appeal to the City Council of Baku for permission to run a public manifestation ‘for the last time’ and ‘will not be responsible for subsequent developments’.
IPA also considered organisational issues at the Mejlis meeting.” (Azer-Press, 10. Mai 2011)
2) Hintergründe des Meetings vom September 2011 der islamischen Partei Aserbaidschan in Baku
Laut einem Artikel von Turan vom September 2011 habe die Führung der neustrukturierten Islamischen Partei Aserbaidschan am 8. September 2011 eine Pressekonferenz in der vorläufigen Parteizentrale abgehalten. Die Neubesetzung der Parteiführung sei auf die Verhaftung des Parteivorsitzenden Mowsum Samedow und einer Reihe anderer AktivistInnen Anfang 2011 wegen versuchten Umsturzes der Regierung erfolgt:
„On Thursday, the leadership of the Islamic Party held the first press conference of a new structure in its temporary headquarters. Renewal of the party's leadership comes after the arrest of the leader of the IPA and a number of other activists earlier this year on charges of attempting to overthrow the government. According to the head of the IPA's Council of Elders Natig Kerimov, the arrests were intended to paralyze the party's work. ‘But the authorities did not succeed’, he said. The party believes that the arrest of its leader Movsum Samedov is due to his speech on January 2 at the session of the party's Mejlis, where he sharply criticized the authorities for ignoring Islamic values.” (Turan Information Agency, 8. September 2011)
In einem weiteren Artikel vom September 2011 schreibt Turan, dass am 28. September 2011 ein gemeinsames, außerordentliches Treffen der Islamischen Partei Aserbaidschan und des Komitees zum Schutz der Rechte der verhafteten IslamistInnen stattgefunden habe. Die TeilnehmerInnen des Treffens hätten die vom Staatsanwalt geforderten 12-jährigen Haftstrafen für 7 Mitglieder der Islamischen Partei als zu hart und unbegründet bezeichnet:
„Today the Islamic Party of Azerbaijan and the Committee to protect the rights of the arrested Islamists held an extraordinary meeting. The participants sharply criticized yesterday's speech of the public prosecutor at the trial on the case of seven members of the Islamic Party in the Grave Crimes Court. They stated that the punishment to sentence them to 12 years of imprisonment is too severe and unfounded. It was decided to prepare measures to protect the rights of the accused.” (Turan, 28. September 2011)
