Whether a Grama Niladhari (Grama Sevaka, Grama Sevaka Niladhari) in the Jaffna area can issue "temporary identity cards" to persons whose National Identity Cards have been confiscated by the army [LKA36730.E]

On 26 February 2001 an official at the Sri Lankan High Commission in Ottawa stated that Grama Niladharis are not authorized to issue any kind of identity document. The official stated that a Grama Niladhari may issue a "character certificate," in which the Grama Niladhari indicates that a certain person is a resident of his or her village and that he or she has known that person for a certain period of time.
