According to a July, 1987 article from the
publication India Today entitled "The Spectre of Terrorism",
the Khalistan Commando Force (KCF) is the "main terrorist group"
operating in the Punjab region of India. The group is "closely
linked to the Gurjit faction of the AISSF [All-India Sikh Students
Federation] and the Damdami Taksal [a group of fundamentalists
founded by Bhindranwale [Office central suisse, Inde
(Lausanne: OSAR, 1988), p. 42.] and led by Gurdev Singh
[Keesing's Record of World Events (1986), Vol. 32 (London:
Longman Group UK Ltd., 1986), p. 34562.]] and often uses the Golden
Temple as a rendez-vous point. It is said to have about 100
hardcore killers, plus several teenagers who are also prepared to
kill for the cause. ["The Spectre of Terrorism", India Today

The leader of the KCF, who went under the
name General Labh Singh, was gunned down by Indian security forces
on July 12, 1988. ["Fighting the Phoenix", India Today [New

Paramjit Singh Panjwar is now the leader of
the Khalistan Commando Force. Last February, along with the leaders
of other militant groups, he claimed responsibility for the killing
of AISSF activist Harminder Singh Sandhu in Amritsar. ["Militants
