The Janatha Vimukthi Peramuna (JVP) has
been engaged in a campaign of intimidation and assassination in the
South-western part of the country since the signing of the Indo-Sri
Lankan Accord in July 1987 (IRB, 1988, 12; Tefft, 1988). According
to Professor Bruce Matthews, who was in Sri Lanka in 1989, for
those who lived in Colombo at that time, the anti-Indian and
anti-government movement was " only an occasional nuisance [...].
Elsewhere [...] its spectre [loomed] larger " (Matthews, 1989).
However, other news reports indicate that the JVP's activities in
Colombo became violent during the summer of 1989 (Athas, 1989;
Kelliher, 1989; De Silva, 1989; Sebastian, 1990). The Sri Lankan
army - JVP war has claimed over 30 000 deaths in the south in 1989
(The Sri Lanka Monitor, August 1990). The insurgent movement
is still active, predominantly in the South of Sri-Lanka (The
Sri Lanka Monitor, July 1990; August 1990; November 1990).
The reports currently available to the
IRBDC do not indicate whether Tamils and judges and court employees
have been or not
attacked by the JVP in Colombo. However, most reports indicate that
government institutions have been major targets of the JVP up to
now.
