According to a spokesperson of the Embassy
of Ukraine in Ottawa, additional information is required in order
to answer this question (6 Oct. 1994). He stated that the right of
a person to re-enter Ukraine does not depend on whether he/she
holds a propiska, but instead depends on the type of
passport held (ibid.). For example, a person who has a former USSR
passport will be allowed to enter the territory of Ukraine
(ibid.).
This response was prepared after
researching publicly accessible information currently available to
the DIRB within time constraints. This response is not, and does
not purport to be, conclusive as to the merit of any particular
claim to refugee status or asylum.
