Prominent Musoke family including the late Dr. Elisa Musoke, physician to Kabaka Daudi Cwa, including his tribe and public office held by his children or grand children; whether former Minister of State Security and Prime Minister Kintu Musoke is the son of Dr. Elisa Musoke [UGA35351.E]

Musoke is a very common name in Buganda, one of the four and largest kingdoms of Uganda. The people of Buganda are referred to as Baganda (the singular form is Muganda), their language is referred to as Luganda, and they refer to their customs as Kiganda customs. Sometimes the generic term Ganda is used for all the above (especially by foreign scholars) (Buganda Website n.d). The people of Buganda are called the Baganda.

According to the Uganda Almanac Kabaka Daudi Chwa ruled Buganda from 1897 to 21 November 1939 (1997, 14,16). According to The Monitor, Dr. Elisa Musoke "was a physician of Kabaka Sir Daudi Cwa" (3 Oct. 1999). Although The Monitor states that retired Ambassador Musoke Nteyafas is the son of the late Dr. Elisa Musoke, this information could not be corroborated by sources available to the Research Directorate.

Kintu Musoke held various portfolios in the National Resistance Movement (NRM) government which came to power in 1986. According to New Vision, Prime Minister Kintu-Musoke was retired in April 1999 upon attaining the age of 60 (6 Apr. 1999). Kintu Musoke became Prime Minister in November 1994 following a cabinet reshuffle (AFP 19 Nov. 1994); before that time he was Minister for Information and Broadcasting (Republic of Sudan Radio 6 Jan. 1990), and Minister of State for Security (International Who's Who 1999, 1098).

In a telephone interview with the Research Directorate, a Human Resources manager at the Canadian Dental Association, who is knowledgeable on Buganda stated that the father of former Prime Minister Kintu Musoke was not Dr. Elisa Musoke (5 Sept. 2000). Additional and/or corroborating information could not be found within the time constraints of this Response.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
