A recent article from the RFE/RL Research Report states the following:

Shortly after Mazowiecki's government took office [in September 1989], the most offensive provisions were removed from the Penal and Penal Procedure Codes. These included...articles on the dissemination of false information and activity conducted "with the aim of causing public unrest." Now the new penal legislation package has finally been drafted and published, though it has yet to be discussed and submitted in the form of bills to the Sejm (3 July 1992, 31).
