Information from the early 1990s to present on whether birth registry documents have been issued to confirm only those births registered inside Slovenia or those registered outside Slovenia as well, and on the subject matter of the 8 September 1976 Vienna Convention referred to in these documents [SLO27841.E]

According to pages 410 and 411 of the 1984 publication Multilateral Treaties: Index and Current Status, the "Convention on the Issue of Multilingual Extracts from Civil Status Records" was concluded in Vienna on 8 September 1976 and "includes standard forms for the issue of extracts from birth, marriage and death records." For additional information on this Convention and the treaty it replaced, please consult the attachments.

A letter sent to the DIRB on 24 September 1997 by the Chargé d'Affaires of the Embassy of the Republic of Slovenia in Ottawa states:

...normally, this form [the copy of the birth registry document that was sent to the Embassy] would prove an event (birth, marriage, death) which has occurred in Slovenia. But in some cases, it is also issued to confirm a birth which occurred outside of Slovenia when the person in question has been later registered as a citizen of Slovenia. Accordingly, his birth needs to be registered in Slovenian registers, since the citizenship is registered in the register of birth after 1977.
