Information on the specific subject of whether a suspected LTTE member would be released through bail or a bribe is currently unavailable to the DIRB.

According to Country Reports 1992, the government's security forces, militant groups including the LTTE are responsible for political killings in the north and northeast of the country (1993, 1174). The same source reports extrajudicial executions of suspected LTTE cadres by government security forces in the Eastern province. Torture has also been used to extract information from LTTE suspects, but the source does not state what became of LTTE suspects from whom information was obtained through torture (Ibid, 1176). The government was also known to be holding 3,500 suspected members of the LTTE and other militant groups under the Prevention of Terrorism Act (PTA) and the Emergency Regulations (ER) (Ibid., 1178). News From Asia Watch reports that since June 1990, the security forces have arrested, tortured and killed numerous young Tamil men (Asia Watch 12 Mar. 1991, 9). The same source reports on disappearances, torture and mutilation of young family members by soldiers. However, the source does not state whether the Tamils were members of the LTTE (Ibid.).

According to a representative of the High Commission of Sri Lanka in Ottawa, all displaced persons including LTTE deserters qualify under the government's efforts to resettle the victims of the ethnic conflict (22 Mar. 1993). As a result, hundreds of LTTE deserters have been taking advantage of this programme supervised by the office of the Sri Lanka Commissioner General for Rehabilitation (Ibid.). Funding for the resettlement and rehabilitation of the displaced persons has come from Canada, United States of America, Australia, France and Britain (The Island International 2 Sept. 1992).
