A professor at Columbia University who
specializes in Afghanistan stated that under the old Soviet-backed
government, there were cases of people returning from the west
being accused of being agents for the CIA, but in the final years
of the old regime, and under the new regime, he has not heard of
any such cases (30 Apr. 1993).
The Xinhua General Overseas News Service
reported that Afghanistan's new president, Burhanuddin Rabbani, is
looking at ways to encourage Afghanis to return home, and is
reportedly considering allowing dual citizenship for Afghanis who
left the country, especially those who left after the Soviet
invasion in 1979 (7 Jan. 1993).

the treatment of Afghanis returning from a western country is
