Information on whether in 1985 a Sri Lankan student, sponsored by the Communist Party of Sri Lanka to study in Latvia, would be required to obtain approval from the Sri Lankan government or undertake some other procedures before being allowed to study abroad [LKA13534]

According to a consular representative of the Sri Lankan High Commission in Ottawa, in general it would not have been necessary to obtain government permission or undertake any special procedures in order to study in the USSR on a scholarship provided by the Communist Party of Sri Lanka (Ibid.).
