Information on the arrest of the Minister of Youth, Culture and Sports for training athletes outside Uganda as guerrillas and on the arrest of some athletes during their visit to Uganda [UGA14390]

The former Minister for Youth, Culture and Sports, Brigadier Moses Ali, was reportedly arrested in April 1990 and charged with treason for illegal possession of arms and ammunition. He was later released on a bail of U$833, but the bail was later cancelled (AFP 12 Jan. 1992). According to Reuters, a Ugandan businessman, Yasin Amin, was also arrested with Moses Ali (31 Dec. 1991). The BBC summary of 10 January 1991 reported that another person, Haji Moses Rajab, a fishmonger and teacher was also arrested. According to Country Reports for Human Rights Practices for 1992, however, Brigadier Moses Ali was tried for treason but was acquitted (1992, 285). A representative of the Uganda High Commission in Ottawa stated, in a telephone interview with the DIRB, that Brigadier Moses Ali has since lost his cabinet post but remains a member of the National Resistance Council (NRC), of the National Executive Council of the NRC, and that he is politically active (7 June 1993).

Information on the training of athletes to fight as guerrillas and on the arrest of some athletes during their return to Uganda in connection with Brigadier Moses Ali is currently unavailable to the DIRB in Ottawa.
