An official at the Office of the Embassy of Eritrea in Ottawa stated that an applicant for an Eritrean passport must present his or her national identity card in support of his or her application (16 Nov. 1999). Moreover, applicants for Eritrean passports are checked for criminal records before being issued a passport (ibid.). Those conditions also applied in 1994, according to the official (ibid.)
