The Venezuelan daily El Universal reports in its political archives that the bi-cameral Congress was replaced by a 21-member National Legislative Commission in December 1999, until the election of a new unicameral Congress on 30 July 2000 and its inauguration on 14 August 2000 (El Universal n.d.).

This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
