Information on whether a person who was born in Azerbaijan but moved to Russia as a child, and who left Russia in October 1991, is a citizen of Russia (the father was born in Russia and the mother was born in Azerbaijan) [RUS14099]

Article 13 of the Russian law on citizenship defines who was considered to be a citizen of Russia at the time the law was enacted (28 Nov. 1991). Please see the attached excerpt from this law.
