In a telephone interview on 7 August 1996, an official at the Embassy of the Republic of Bulgaria in Washington stated that Decree 2772 of the Passports and the Address Registration of the Citizens of the Republic of Bulgaria was passed in late 1980 and came into effect on 1 January 1981.
