Information on whether compulsory military service is still in force, and whether it is possible for an individual to obtain a passport when he has been called for military service [RUS10282]

Sources currently available to the IRBDC indicate that the 1991 autumn draft of young men for military service in the USSR armed forces was supposed to be implemented, although this was met with varying degrees of success (Tass 3 Nov. 1991; BBC Summary 4 Dec. 1991; FBIS-SOV-91-240 13 Dec. 1991, 32). Further, an amnesty was issued to draft evaders and deserters provided they returned to their units or surrendered by 4 December 1991 (FBIS-SOV-91-240 13 Dec. 1991, 31; RFE 8 Nov. 1991, 42; RFE 29 Nov. 1991, 41). There is no information currently available to the IRBDC specific to the status of compulsory military service in the Russian Federation since the dissolution of the Soviet Union.

Article 7 of the USSR Law on Exit and Entry provides that men of draft age who have not completed their military service may be denied a foreign travel passport for permanent domicile abroad (BBC Summary 8 June 1991). However, an individual's eligibility for compulsory military service is not included as one of the grounds for refusal of a travel passport in the case of exit for a temporary stay abroad (Ibid.).
