On 7 April 2000 an official at the High Commission for the Islamic Republic of Pakistan in Ottawa stated that when a Pakistani passport indicates that the bearer's religion is "Muslim," or "Islam," it can be amended to read "Ahmadi" instead. The requester for the amendment must submit to any "passport issuing authority" his or her application on an "Endorsement form - C". The official stated that the words "Muslim" or "Islam" can then be crossed out and "Ahmadi" written in its place, with a reference to a later page in the passport indicating that the religion of the bearer may be read as "Ahmadi" on page 1, and that a stamp would appear beneath that inscription identifying the name and title of the "passport issuing authority" making the amendment.
The official added that:
It may please also be noted that as per the last instructions once an applicant applies for a change of religion in his/her passport he/she may be asked to state whether he/she is an Ahmadi/Qaidani by birth or by conversion. In the latter case, he/she should indicate his/her previous religion and date of conversion, furnishing documentary evidence, if any.
This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
